HEVC-based HEIC compresses photos very efficiently; PNG keeps every pixel losslessly and pays for it in file size. That is the expected trade, not a bug.

Does the PNG keep the original's metadata?

No. The converted PNG comes out clean, without the original's EXIF data. That is a side effect of how browser-based conversion works, and for most people it is the outcome they wanted anyway.
