The bitrate decides the trade: 128 kbps suits voice, 192 kbps suits most music, 256 and 320 squeeze out the last audible differences at a bigger file size.
One honest note: M4A and MP3 are both lossy formats, so converting between them is a re-encode, not a remix. Converting from the original source (a CD rip, a DAW export) always sounds better than converting a lossy file again.

Which bitrate should I pick?
For spoken word, 128 kbps is plenty. For music, 192 kbps is the sweet spot for most listeners, and 320 kbps is there when you want the largest MP3 the format allows.
Will the quality drop?
Some, and no converter can avoid it: M4A is already compressed, and MP3 compresses differently. At 192 kbps or above the difference is not noticeable in normal listening. The original files are never modified.

Does the MP3 keep the original's metadata?
No. The converted MP3 comes out clean, without the original's tags. If you need titles and artwork carried over, this is not the tool for the job.
